USAID Awards Rapid Response Task Order

On  August 8, 2010, USAID awarded the Rapid Response Task Order to ME&A.  This task order makes it possible for USAID Missions and Bureaus to access ME&A's Water IQC Services through expedited means.  The ME&A Rapid Response team is poised to respond to requests at any time. ME&A Awarded Tajikistan Safe Drinking Water Project 

On September 30, 2009, ME&A was awarded a USAID-funded, 3-year, $5.3 million project  to implement the Tajikistan Safe Drinking Water Project (TSDWP), which will provide clean drinking water to rural communities throughout Tajikistan in an efficient and sustainable manner. The project is being implemented through small infrastructure grants, public education, and training in the safe use of drinking water at the household and community level.

 

Tajikstan SDWP Project Cited for Accomplishments related to Global Handwashing Day  (Asia-Plus News Agency, October 19, 2010) 

The U.S. Embassy in Dushanbe announced the accomplishments of USAID's projects, featuring ME&A’s TSDW Project for its contributions to improvements in children’s health and hygiene through its public education and provision of safe drinking water.  Global Handwashing Day was promoted in eight rural communities through a number of activities including competitions, skits and discussions.   

 Integrated Water and Coastal Resources Management IQC  (Water II IQC)

The five-year Integrated Water and Coastal Resources Management (IWCRM) Indefinite Quantity Contract (IQC) EPP-I-00-05-00010-00 was awarded  by USAID to the Mendez England & Associates (ME&A), as a prime small business contractor, on September 30, 2005.

Also known as the Water II IQC, this is a task order mechanism that can be used by USAID field missions, regional bureaus, and USAID's Washington-based offices to access technical expertise and field support for all aspects of integrated water and coastal resources management provided by the ME&A Team.

Water is universally considered one of the most economically undervalued resources on the planet. The availability of clean drinking water for human health and of the food resources associated with both fresh water and coastal fisheries continues to be increasingly scarce in many parts of the world.

Traditionally, many developed and fragile states have treated water as an inexhaustible resource. This situation is due in part to actions or absence of actions by governmental, private sector, and individual entities that hamper judicious water use and conservation efforts.

The US Agency for International Development (USAID) addresses these and other water management-related issues with the IWCRM IQC (also referred to as WATER IQC II), which plays a crucial part in delivering high-quality services supporting mission activities in the area of integrated water resources and coastal management. Activities are identified in individual task orders for award based on actual needs by missions and bureaus during the contract period effective September 30, 2005 through September 28, 2013.

Under the terms of this IQC, the ME&A Team uses both Cost-Plus-Fixed-Fee and Firm-Fixed-Price task orders to implement programs, drawing on its specialized staff located at over 120 locations and USAID project offices of our ME&A Water II IQC Team members  worldwide.

 

Water Projects Completed or in Process:

The ME&A Team has successfully completed or is in the process of administering the following task orders:

·         WaTERS (Water Tracking, Estimating & Reporting Support) Project.  Provides research, analysis, writing, strategic planning and knowledge management to the EGAT Water Team in support of USAID’s growing water project portfolio.

·         Tajikistan Safe Drinking Water Project.  Providing water infrastructure, related health education and training and development of new POU strategies for safe drinking water in rural communities.

·         Morocco: Evaluation of Souss-Massa Integrated Water Management (SWIM) ProjectProvided evaluation of SWIM, identification of lessons learned and recommendations for mission 2009 water strategy.

·         Indonesia: Evaluation of the Environmental Services Program (ESP).  Evaluated mid-term project assessment for ESP project.

·         Pakistan: Independent Progress Review of USAID/Pakistan Safe Drinking Water and Hygiene Promotion Project.

·         Tajikistan: Water User Association. Provided an assessment of the Water Users Association Support Program (WUASP) Cooperative Agreement in Tajikistan and prepared a program design for a new water management activity in Tajikistan.
