Capacity Building & Institutional Strengthening - Illustrative Capabilities of the ME&A TeamAs nations begin to understand the need to more effectively manage their entire water portfolio, democracy and government issues will have potential for playing a greater role. Governments are likely to request assistance in areas ranging from guidance on decentralizing water management to building capacity by gathering, managing and acting on water resource data. Trans-boundary water management demands negotiation and responsible (and fair) management plans. Prior to the involvement of our team member, the Caucuses Environmental NGO Network (CENN), there was no integrated plan to manage the Khrami-Debed Rivers basin shared by Georgia, Armenia, and Azerbaijan. CENN's main objective there and elsewhere has been capacity building and strengthening the different stakeholder groups involved in water management to promote trans-boundary collaboration in sustainable and integrated water management in the South Caucasus.
