Increasing and Improving Natural Resources

Technical Program Support—Illustrative Capabilities within the MA&E Team

DevTech currently provides technical support to USAID E&E Bureau's Environmental Compliance Support Services project (2002-2005). The project helps Washington and field-based staff and partners fulfill requirements of USAID environmental regulations regarding environmental impacts of US funded activities overseas, many of which affect water sources. DevTech provided project management services to the USAID EcoLinks Trade and Investment program in USAID's EGAT Bureau for five years and continues to provide short-term technical assistance in support of the program. One of four focus areas of the program is water management, with a focus on urban and industrial water pollution, and municipal water supply. DevTech managed the Environmental Information Systems and Networking (EISN) program (1997-2002) for the Environment and Natural Resources Division of the USAID Bureau for Europe and Eurasia (EE). DevTech implemented several activities under this umbrella, including an analysis of Wastewater and Water Treatment Technology Options for Eastern Europe, and an Assessment of Environmental Impacts of Land Privatization in Eastern Europe and Eurasia , which identified key environmental trends by sector, including agriculture, forestry, wetlands and protected areas, for the 15 countries evaluated.

For USAID/Washington, ME&A and two subcontractors provided administrative and technical support services to the Office of Food for Peace (FFP). ME&A managed a full-time, 16-member staff to support the $850million FFP food aid program of 170 grants in 34 countries. ME&A staff operated as full members of FFP's strategic objective teams and provided extensive support and backstopping for program officers as well as members of the USAID senior management team.

The Heron Group currently has cores of expertise in: understanding and integrating the role of complex ecological, economic, and social issues in sustainable development; monitoring and evaluation; results-oriented strategic planning; organizational development and management; environment and natural resource economics and policy; knowledge-based decision support systems and information technology; technical support to forest health; technical support in managing knowledge; training; and meeting facilitation.

Two projects ME&A has engaged in that relate to technical program support include the Albania Local Infrastructure project, and the Corridor VIII Local Economic Development Network project. In Albania, as a subcontractor, ME&A co-directed a USAID project that provided technical assistance and training to local governments in the planning and implementation of their public works programs. These projects included water supply and sewer projects for the cities of Tirana and Durres. Under this contract, ME&A also provided technical advice and analysis to central government ministries and local governments in Albania in support of the development and implementation of policies on privatization in water and wastewater treatment, and solid waste collection and disposal. Specifically, the work included support and oversight efforts to create a public regulatory body for Albanian public utilities; assistance in developing utility rate structures that accommodate future land development; assistance in capital development planning with strategies for phased development; identification and development of finance options for providing urban infrastructure for regulated land development in the City of Tirana; assistance with the implementation of a solid waste collection program in secondary cities; and assistance to the Government of Albania on redrafting the laws on local government.
